2 | Supply, Installation, Testing and Commissioning of 1-Phase 2-wire 240V Class 1.0 Smart Energy Meter complying to IS 16444 Part 1 at the rating of (5-30A)/(10-60A) suitable for Prepaid/Postpaid mode.The Smart Meter shall support the following minimum basic features : Measurement of electrical energy parameters; Bidirectional Communication; Integrated Load limiting /connect/disconnect switch; Tamper event detection; recording and reporting; Power event alarms; Remote firmware upgrade; TOD features; On demand reading. Meter shall have the ability to communicate with Head End System (HES) on RF Mesh Communication technology mentioned in IS16444 Part 1 in a secure manner. Data exchange protocol from smart meter to HES shall be based on open protocol like TCP/lP or DLMS/COSEM. RF Mesh network should use 865-867 MHz frequency band as permitted by WPC. Other RF Technologies like LoRAWAN, Zigbee, Bluetooth not desired. Equipment Type Approval (ETA) certificate mentioning Frequency range(s) of Equipment at 865-867 MHz to be produced. 4 | Supply, Installation, Testing and Commissioning of DCUs/Gateways and the arrangement of Sim cards or Internet to enable reliable medium for two-way communication between Smart Meter & HES. The DCU/Gateway shall be compatible with the Smart Meters mentioned above. RF network should use 865-867 MHz frequency band. The data acquisition (Push/Pull) frequency shall be configurable 15 min, 30 min or 60 Minutes. It shall push events such as tamper, power off etc. to HES immediately on occurrence/receipt from meters. It shall have provision for the cellular, WiFi and Ethernet communication for the backhaul to HES. It shall be capable to handle data of minimum 1000 Nos. of any type of smart meter (1ph/3ph). It shall be able to communicate with the nearest meters at a distance of at least 500 m, depending on topographical features. Communication of the nearest meters with other meters shall be established through appropriate mesh formation. RF Mesh shall support self-forming and self-healing features. The equipment shall be weather proof and dust proof (minimum rating: IP54 for indoor and IP65 for outdoor installation). It shall have rechargeable battery with backup for 1(one) hour for normal meter reading, to push tamper event, carry out on demand reading, etc. Sim card or Internet Charges for 5 Years to be included.
